The ARM Vector Table and Reset Sequence

On Cortex-M chips the first entry in the vector table is the starting stack pointer value and the second is the address of the reset handler. After reset, the CPU loads them and begins executing.

The remaining entries are the addresses of exception and interrupt handlers. An unused interrupt should point at a safe default handler, so a stray event does not wander into random memory.
